Dr Halil Göksan is a Legal Officer at the Department of Management Strategy, Policy and Compliance of the United Nations in New York. Before joining the UN Secretariat, Göksan was a Legal Officer at the UNRWA Dispute Tribunal and prepared a publicly available handbook on UN Administrative Law. Göksan's views in this book do not necessarily reflect those of the United Nations
